I'd like to ask a question regarding builders and shovelers. It seems that even though I have sufficient settlers, they won't pick up any hammers or shovels to do the work I want them to do. For example, I have 1500 total settlers. My current percentages are 5% carriers, 40% shovelers and 45% builders. However, the settlers that really don't have any job don't seem to want to pick up any hammers or shovels to actually become anything near the 45% of total builders/shovelers. So of those 1500 settlers, I only have 61 builders while it should be able to go up to around 700. Is there any way to actually get them to pick up hammers/shovels? Thanks in advance.
